Stage and Steam Integration Step 1
this is a tracking ticket -- individual tasks depending.
Create the skeleton of this interface, and implement the first bits of shared use of the high-level-model, including external interface definition.

we made an important step ahead here:
- it is clear now, that the public session interface is limited to command processing
- a fully operative implementation of the proc dispatcher is in place
- in the UI backbone, CoreServices are wired to receive command messages from the UI-Bus and pass them to ProcDispatcher.
To put that into context: we have not much actual operation implemented yet on the session datastructure and we have not defined any real command. But we would be able to receive and process commands now.
