Define the principles and the outline of the application menu.

A well defined main menu is a safety net for new users, and thus should be intuitive but also complete. Users familiar with the application will likely want to hide the menu altogether and rely solely on keyboard shortcuts and local UI mechanics and navigation.

Another related decision is what to place into the global menu at all -- generally speaking, it is preferrable to have very rich context menus on most tangible objects in the Interface, so the global menu will rather hold entries for generic procedures and activities.
