BufferProvider: implement a simulated worker load pattern

This is the meat of this test case...

• generate a random walk with buffer allocation requests
• attempt to make the load pattern nasty, since the goal of this test is to verify correctness of the complex interplay between local pools and central allocator.

correct pattern was verified single-threaded, with print statements
