Rearrange the documentation for Debian
- update dates to current (2025)
- the general README is mostly redundant and can be omitted
- add an introductory sentence and some further URLs to
the README.debian
- add the NEWS, which now contains a summarised changelog
- add a placeholder page for the User Manual (planned);
this page explains some of the demo functionality
available in the current development version
of Lumiera installed with this package
