Invocation: verify (and fix) usage of the AllocationCluster

turns out that was not (yet) tested and did not even compile,
due to a missing cross-constructor to get from one data allocation
policy to another one backed by the same cluster.

• added test case to NodeBuilder_test to demonstrate basic usage
• use AllocationCluster in NodeOpera_test and verify that allocations took place
