loading and saving config files

The configuration system so far is basically a simple mockup which provides the intended functionality to the core (querying/setting configs). Currently it (testsuite) makes heavy use of config overrides via environment vars. No config files are loaded and saved so far. This needs to be implemented. The fountadtion of this is already started but currently no one works on it.
